沒技術，不少本土成衣廠，只能不停遷廠，尋找更便宜人工、更低關稅，只是這樣的經營模式，無法長久，部份紡織業者開始思考，下一步，決定投入開發新布料，因為有技術，就不怕關稅劣勢。
